Health insurance (HI) is one of the most important social security policies, reflecting profound humanitarian values and social solidarity. It embodies the principle of mutual support and risk-sharing among community members—between the healthy and the sick, the young and the elderly, and those with higher incomes and those with lower incomes. It also demonstrates the commitment of the Party and the State to ensuring equity in healthcare and improving social welfare for all citizens.

To help individuals and families better understand the significance and benefits of participating in household health insurance, Hang Kenh Corporation Collection Agency (JSC) would like to provide the following information:

1. Benefits of Household Health Insurance Participation

Individuals enrolled in household health insurance are entitled to reimbursement of eligible medical examination and treatment expenses by the Health Insurance Fund within the scope of covered benefits, as follows:

a) 80% of medical examination and treatment costs at the registered primary healthcare facility (Hai Phong International General Hospital or district-level hospitals nationwide that have contracts with the Social Insurance Agency).

b) 80% of medical examination and treatment costs at provincial or central hospitals in cases of emergency or when a valid referral is provided.

c) 100% coverage for a single medical visit with costs lower than 15% of the statutory base salary, or for individuals who have participated in health insurance continuously for five years or more and whose annual co-payment amount exceeds six months of the statutory base salary.

d) For out-of-network treatment:
– 60% of inpatient treatment costs at provincial hospitals.
– 40% of inpatient treatment costs at central hospitals.

2. Contribution Rates

a) Individual Enrollment

Contribution rate = 4.5% of the statutory base salary.

b) Household Enrollment

Premiums are reduced for additional family members enrolled in the same household:

(Effective from July 1, 2018, the statutory base salary was 1,390,000 VND. The annual contribution for the first household member was calculated as: 1,390,000 × 4.5% × 12 months = 750,600 VND.)

3. Required Documents for Household Health Insurance Registration

– A photocopy of the Citizen Identification Card (ID Card) or previous Health Insurance Card (if previously enrolled).
– A photocopy of the Household Registration Book for households registering two or more members together in order to receive contribution reductions.

4. Registered Primary Healthcare Facility

Participants may register for initial medical examination and treatment at:

– Hai Phong International General Hospital; or
– District-level healthcare facilities and equivalent medical institutions that have contracts with the Vietnam Social Security Agency.

5. Eligible Participants

All individuals listed in the household registration book are eligible to participate, except those who already hold a health insurance card under another insurance category.

6. Procedures for Using Health Insurance Benefits

When seeking medical examination or treatment, patients should present:

– A valid Health Insurance Card;
– A photo identification document such as a driver’s license, national ID card, citizen identification card, or passport;
– A follow-up appointment slip (if applicable).

In emergency situations, these documents must be presented before hospital discharge. Patients should also ensure that their Health Insurance Card and any related documents are returned to them upon discharge.
